Ne, das ist es eben. Auf Windows 7 läuft es wahrscheinlich schon fast so, wie es auf Windows 10 nach einem Patch laufen könnte, weil dort die Verschlimmbesserung noch nicht integriert ist. Allerdings geht aus dem PCGH- Artikel auch hervor, dass auch auf Windows 7 ein Update diese Verschlimmbesserung beinhalten könnte, und man deshalb nur mit einem frisch installieren Windows 7 die volle Leistung abrufen könnte. Hier müsste man dann definitiv herausfinden, wie die Nummer eines solchen Updates ist, und es gezielt blocken.
Sofern das stimmt handelt es sich also klar um einen Fehler - der auf Bulldozer optimierte Sheduler von Win 10 behandelt den Ryzen suboptimal. Wie kommst du da auf "Verschlimmbesserung"?Aus dem 3DCenter kommt dazu eine plausibel klingende These: Windows 10 hat "ab Werk" einen Bulldozer-Fix integriert, der die Last auf möglichst wenige Module verteilt. Das Betriebssystem sieht CMT wie SMT, belastet mit dem Fix also absichtlich "virtuelle Kerne". Behandelt Windows 10 nun Ryzen wie Bulldozer, würden nicht die echten Kerne, sondern zum Teil die SMT-Threads bevorzugt belastet. In Windows 7 kam der Fix erst nachträglich per Patch, der bei einer frischen Installation fehlt. Wenn Ryzens SMT dort wie Intels behandelt würde, wären die Performance-Gewinne logisch.
Die gute Nachricht: Sollte die These stimmen, könnte Microsoft einen Patch veröffentlichen, der die Bulldozer-Behandlung für Ryzen aufhöbe. Wenn es schon keine Performance-Gewinne durch SMT gäbe, sollte die Leistung damit zumindest nicht mehr einbrechen.

Edit: Natürlich wäre es auch sehr wahrscheinlich, dass ein AM4- Chipsatz- Treiber für Windows 7 automatisch so ein negatives Update dann bei der Installation mitentfernt.
