Recommendations for low power NAS/media server?

I'm looking for a power-sipping motherboard for a low-power, always-on TrueNAS server. I'll be running Jellyfin and transcoding so I want something that's compatible with a 6th or 7th gen Intel i3 or i5 CPU ( for QuickSync ). I need 1 PCIe slot ( for a 16-port SATA card ).

No gaming, no monitor ( s ), just TrueNAS and Jellyfin.

I want something that's reasonably current, not hard to find, and inexpensive. Oh, and I could use a PSU recommendation, too, please; I need to run 16 3.5" HDDs.
