"HDMI VRR (also known as Forum VRR) is the most basic version of VRR on the market, and is free open source software available to everyone which is based off VESA DisplayPort AdaptiveSYNC which is essentially VRR over DisplayPort. VESA, an HDMI organization, took AdaptiveSYNC designed for DisplayPort, and made it compatible over HDMI, and that’s what Forum VRR essentially is.
Freesync takes the open source HDMI VRR (or more so VESA DisplayPort AdaptiveSYNC) and implements it’s own tech and patented software on top of it, including new features such as ELBM Anti Motion Blur, Anti Flicker technology, Overdrive mode (which isn’t available on the TV’s from my understanding) and a few other features exclusive to AMD’s implementation. You also just get a quality assurance that it will work as it’s supposed to, as AMD hand tests all Freesync displays to give the certification. Actually, AMD had VRR running over HDMI through Freesync long before VESA made it compatible over HDMI and created the Forum VRR standard. This is why older consoles (such as the Xbox One X) had support for what was known as Freesync 2 back in the day, but no support for Forum VRR.
Freesync Premium adds another layer on top of this, which is LFC or Low Framerate Compensation. VRR typically has a “range” on a TV or Monitor (OLED as an example, has a VRR range of 42-120fps). Once it falls out of this range, the VRR is no longer working or active. What LFC does is it tells the GPU to start doubling, or even tripling the frames (the same frames) that way it stays within the VRR range. What this means is say you are playing a game and it’s only 30 FPS, or even lower is dropping to the low 25s-20s, you will still get tear free gaming and VRR, as the GPU itself is doubling the frames. so the TV actually thinks it being fed a higher FPS staying within the VRR range. Take a 25 FPS image, double the frame, and now the tv thinks it’s being fed a 50 FPS image and your within the VRR range."
